I have not kept up on updating TMG (7.04) (bad I know) and now getting new computer with Win 8.1.  Should I try to patch the old TMG version and backup or just purchase v 9 when my new PC is functional and restore my dataset saved with v 7.04?

Assuming you want to move to v9, there is no need to fuss with v7 if you have a backup of your data and settings to move to the new system. You won't be able to run reports to a word process with v7 anyway, as your new system no doubt uses a 64bit version of Windows.

Thank you for responding.  I do plan on upgrading to v9 and hope that all goes well.  This proves that one should stay in sync with technology.
