copy and paste tag

I can copy a tag. How do I paste it in? For instance I want to add a tag for a whole family that they were found on a certain census in a certain year. I can see the instructions for copying the tag, but how do I put into each person's details list?

When you copy a tag - say for person #10, you will see the copy of that tag just below the original tag in the detail view of #10. Open the copy and change the ID# of the Principal to the person to whom you wish to assign the tag. You can edit any other information in the tag that might be unique to that enumerated person. When you finish editing the copy and click OK, the tag will disappear from person #10's detail view and appear in the detail view of the person to whom you assigned the copy of the tag.

For a census I first make a list of the ID numbers of the people in the census and make all the copies, then go through and change the ID numbers.
