Wrong preposition used for location variables in sentence structures

Is this a bug, or can I change the preposition used before location variables in sentence structures?

 

Examples:

He died before 1860 at Scott, Arkansas.

He was born circa 1805 at North Carolina.

 

The help file examples use the preposition 'in' which IMO is correct. Using 'at' makes my Narrative reports grammatically incorrect.

 

Help file: (Sentence Examples)

 

[P] was married <to [PO]> <[D]> <[L]>

He was married to Jane Smith in Fairfax, Virginia.

Hi, Chris,

 

sure - you can change that. It's a setting in the Report Options.

 

Assume you want to create an Individual Narrative Report for a person - using the sentences above.

 

Then please say in Report Options for this report type in the tab "Places" > Preposition: In

You can also set the place preposition on a case by case basis. For example, if the narrative report's default preposition is set to "at", but you want a particular place to use "in", you can override the sentence for that event. Change "" to "".
